Establishment – 1964

Under the presidency of Lyndon B. Johnson, the 1964 Economic Opportunity Act was created authorizing the establishment of Community Action Agencies to combat poverty-related conditions. In 1964, the Houston Action for Youth organization began operation and the following year, the Houston-Harris County Economic Opportunity Organization was formed. In 1967, these two organizations merged to become the Harris County Community Action Association, the predecessor of today’s Gulf Coast Community Services Association, Inc. (GCCSA, Inc).

55 Years and Counting

For more than five decades, Gulf Coast Community Services Association, Inc. has been on the front lines of the battlefield to reduce poverty and build economic independence in Harris County. GCCSA, Inc has a rich history within Harris County, serving as an advocate for historically-underserved communities. The Agency has administered hundreds of millions of dollars in public funding, serving over half a million under-served individuals in Greater Houston and the surrounding county. As a result, GCCSA, Inc has established itself as one of the most experienced community service providers in the gulf coast region and the largest Community Action Agency in the state of Texas.
